Not many people post here so I'll post to let you know I saw it.
However, I have no intention of running windows 10 so I wont be able to help.
Perhaps setup an admin account and see if that corrects the issue.

I'm sure you've tried all the basic things:
- running as admin
- running in compatibility mode
If you really want to stick with Windows 10, but can't manage to get THUG to work, try installing a virtual machine within it (with a program like Oracle Virtualbox) and installing Windows 7 or whatever you want in that. It should run fine that way.

Maybe try installing to another location other than program files.

Update:
With THUG2 also, but if run THUG2 from THUG Pro exe - he work. Maybe something with exe?

ThugPro is run from local
So maybe install the games to a location with less required privilege instead of the default program files location

test copy/paste and reinstal (to local folder) - doesn't work.

I'm running into the same issue with Windows 10.
I'm trying to see if I can find a solution to the issue, but I wanted to check here to see if someone may have already found it.

More information, it seems that it worked on 9926 according to someone I talked to, but not in latest version. Some time between that build and now something broke.
EDIT: We're getting closer, another user reports that build 10070 works with no issue.
EDIT: Build 10070 is the last build it works on after bisecting.

Hey guys, did anyone fix this? I upgraded to Windows 10 and I can't run the game. I get to the menu where I can customise resolution, controls etc. But then when I click to play, nothing happens. The last posts seems to have posted progress, but nothing after that. Apologies for bumping this a bit, but as more people upgrade to Windows 10, there's going to need to be a solution to this soon.

Turns out that KB3086255 on Windows 7 now also has the same effect as Windows 10. This leads me to believe that it's a DRM related issue.
EDIT: Saw this forum post, I'll try it tonight to see if it works:

I just tested this on win7.
Tried to run THUG1, but it would show a message box saying "Access Denied" "Please login with administrator privileges and try again." And the game doesn't start at all!
Then i uninstalled update
KB3086255, and after a reboot THUG1 works again...

Yep, uninstalling it works for Windows 7. For Windows 10, it seems like test-signing the driver is the way to go. Again, I'll have to confirm that tonight once I get off work.
EDIT: I've confirmed that this method works! THUG works again on Windows 10
